Non-toxic hot glue is perfectly safe.

So I'm brand new to making mouse toys out of popsicle sticks. I just bought a big box of 1000, but I'm finding different opinions on whether hot glue is safe. I found a post on a hamster forum that makes a good point: it isn't so much whether the hot glue is toxic (poisonous), it's more what happens when eaten. That post says hot glue is not water soluble, which means that it won't digest if eaten, even if it is technically non-toxic. It will create a blockage, unlike Elmer's School Glue, for example. Another post on that same thread says that there isn't much regulation on what the term 'non-toxic' means.
The thread is a few years old, so some things might have changed by now. But I think it has a good point about hot glue being plastic based, unlike Elmers which is PVA. Here is the thread:

I used Elmers for now, but think I will look into getting wooden dowels for the next attempt.

The flip side of the argument could be that we let our little loves chew on wood, plant fibers, plastic, cardboard, and what-all, and they find their own ways to chew on other things we wouldn't allow them to chew on if we knew they were doing it (i.e., Styrofoam, foam rubber, my cashmere scarf fringe, for a few), and they seem to know not to eat things that don't taste like food. The possibility of internal damage due to swallowing a chunk of dried hot glue must be balanced against the probability of it being swallowed in the first place.
