My guess would be some sort of fungus/lichen? You can send it to the seller and inquire about it, they might send you another or explain further. It doesn't look like mold (and it's pretty hard to get cork to mold to begin with) so that's a plus.

That's a fungus of some sort, and might be mold. I'd definitely return it, that thing's covered in it.

I checked my cork tunnel and this also has some of these dots on it, only not nearly as much. I checked some of the photos on the website and all of them have them as well. I asked the seller about it. Do you think the tunnel is safe to use or should I just toss it? I can’t return that one anymore.

If they sent it to you in that condition they really should give you a refund in my opinion, that's really not safe for most animals.
I wouldn't use it, unless you have invertebrates that are known to eat fungus/mold.
